Our Principal

Marcus Freeman
Mr. Freeman brings a wealth of experience in helping all students feel represented and accepted for who they are. He has served students in Saint Paul, in both the private and public sectors, for nearly 20 years as an educational assistant, long-term substitute teacher, dean of students and activities director at Cretin-Derham Hall, an assistant principal for Ramsey Middle School, and most recently as principal for Galtier Community School. Mr. Freeman understands the importance of collaborating with staff and families and embracing the unique gifts that each student brings.
Throughout his career, Mr. Freeman has created schoolwide systems to improve student achievement and worked tirelessly to narrow the informational gap by engaging families of color to provide them with information to help make the best academic decisions for their child. Mr. Freeman values family engagement and has built relationships between students and staff to create a positive school culture.
Mr. Freeman is committed to ensuring that the accelerated-academic and social-emotional needs for every student is met. He looks forward to partnering with families, students, staff and the community to continue the great work at Capitol Hill.
Mr. Freeman has excellent academic qualifications with a Bachelor of Science degree in marketing from the University of Notre Dame, a Master of Educational Leadership from St. Mary’s University of Minnesota and an Educational Administration K-12 Principal Licensure from St. Mary’s University of Minnesota.
Assistant Principals

Anne Beach
Hi! I'm Anne Sawyer Beach (she/her), and I’m thrilled to join the Capitol Hill Magnet School community as Interim middle school Assistant Principal for ‘24-25.. With nearly 20 years of experience in education in the Twin Cities and beyond, I’ve had the privilege of serving as a Literacy Coach, Middle School Teacher, Elementary Teacher at an International School in Germany, and as a youth/high school sports coach.
Since 2013, I’ve been part of Saint Paul Public Schools, working at American Indian Magnet, Hazel Park Preparatory Academy, and Hidden River Middle School as an ELA teacher and literacy coach. I’m passionate about supporting students and believe they bring rich, personal literacies and brilliance that deserve our very best.
My work is driven by my core values of growth, collaboration, and joy with an equity lens. As a member of the Saint Paul community and a parent of two kids in the same public school system that shaped me, I’m proud to give back. (Feel free to ask me about my high school days or where my kids go to school!)
Outside of school, you’ll find me with my partner and our two boys, playing hockey, tennis, or pickleball, running, biking, or hiking. We also love to travel and explore near and far, with our most recent adventure taking us to Iceland!

Doua Vang
Hi, my name is Ms. Doua Vang and I am the Elementary Assistant Principal. This is my 4th year here at Capitol Hill. I have been working in St. Paul Public Schoosl (SPPS) for over 21 years. Students and learning are my passion. I taught grades 2-5 for 13 years before becoming an Assistant Principal.
I am a product of SPPS, graduating from Highland Park High School. I am married with 4 children, 2 boys and 2 girls. All have attended or are currently attending schools in SPPS and 2 have have graduated from Harding Hgh Shool. We also have a chihuahua named Apollo. He is 4 years old and we had him since he was 1 month old.
Outside of work, I enjoy spending time with my family, reading, and going on walks. I also like traveling and exploring new places and things. A fun fact about me is that during college I was a live-in nanny for 2 young girls.
Even though we are in Distance Learning, I am available to connect with you by phone or email regarding any concerns about your student(s). I am looking forward to an amazing year. Go Cougars!
